Description:
To conduct an assessment on international experience in options available to Conceding Power for management of time-bound concessions for hydropower plants (HPPs) once they reach their natural end. This will include description and analysis of practices adopted by developed and emerging countries in cases relevant to Lao PDR, as well as of the institutional structure and regulatory framework of the power sector in which each option was adopted. The assessment will provide inputs on options available to the Government of Lao PDR, acting as the conceding authority, regarding the management of HPPs developed under a Build-Operate-Transfer (BOT) model upon the natural end of the respective concession contracts, in alignment with the prevailing best practices and compliance with legal and regulatory framework applicable to the electricity sector of the country.
