Description:
Tenders are invited for Lao PDR: Strengthening Regulatory, Institutional Framework and Tariff Mechanism The specific objective of the activity is to provide advisory services on Regulatory and Tariff reform pillar, building on prior advisory work to address the systemic issues contributing to the significant financial losses and the large debt overhang in the Lao energy sector. These issues relate to i) systemic regulatory and institutional framework, ii) Tariff setting, and iii) System Planning and Competitive process. The objective of this pillar is to implement the recommendations from prior work through establishing enabling legal and regulatory frameworks, establishing and implementing the appropriate systems and processes imbedding, and giving effect to compliance arrangements to ensure sustainable development of the power sector in Lao PDR. In addition, the pillar would look into establishing an enhanced transparent and competitive process for sale and purchase of power by EDL as a single buyer.
