• Country: Laos Description of the Assignment: The Consultant will work with UNDP/PMU in undertaking a high-level CBA to assess the IWRM-EbA project costs to implement flood protection and drought management measures in select target villages against the estimated cost of disasters (mainly floods and droughts) that will be prevented to highlight the value of potentially replicating investments in flood protection and drought management in other vulnerable villages. To the extent possible, the consultant will undertake the following:Conduct a desk review of exiting project information, relevant literature, reports and prepare a methodological note recommending criteria and indicators for conducting the CBA.· Conduct the CBA, in line with requisite best practices, assessing the economic, social and environmental costs and benefits of flood protection and drought management interventions such as riverbank stabilization, flood protection with levee, evacuation shelter, water conservation ponds, ground wells to improve water security, wetland modification, community conservation agreements and diversified resilient livelihoods.For conducting the CBA, the expert is expected to rely largely on existing information generated by the project to conduct the assignment with necessary information expected to be provided by the project field coordinator and districts level authorities.As part of the CBA, the expert is expected tocompare project interventions with business-as-usual sce...
