- Country: Laos Description of the Assignment: The International Consultant will deliver the following areas of work in close collaboration with government:1. Strategic Coordination on Digital Governmenta. Digital Government Sensitization and Coordination Mechanisms• Advise on and support organisation of activities with NCDT, MTC, PMO, and MOF and key UNDP offices at the regional and global level (RBAP, Digital, AI and Innovation Hub), to define digital government priorities, agree sequencing criteria, and identify priority investments, as part of the drafting of a whole-of-government Digital Action Plan.• Support organization of 4x peer-to-peer knowledge exchange sessions with ASEAN counterparts on digital government coordination approaches and reform sequencing, coordinating with the UNDP Regional Digital and Innovation Team, to include content creation and moderation.• Support the work of NCDT through the delivery of technical assistance to 3x meetings of the committee to enhance the role of the committee as a coordinating platform for digital transformation in Lao PDR.b. UN Country Team Joint Programme Development• Support conceptualization of UNCT Joint Strategy and Joint Programme on Digital Transformation, including strategic pillars on digital government, economy, and society, and incorporating a results framework, governance / roles, a costed workplan and resource mobilization strategy.• Coordinate with the UN Resident Coordina...
