- Expression of Interest are invited for ICT Needs Assessment for Digitalization of Land Administration in Lao PDR The objective of the assignment is to assist the DOL/MONRE in ICT developments of the land administration sector. This will be achieved by assessing the existing situation and anticipating and planning needs for ICT infrastructure at DOL and land offices at province (PONRE) and district level (DONRE). ICT needs assessment covers areas including network infrastructure, hardware and end-user equipment, data and software application, system administration, cyber security, ICT activity management and human capacity. The assessment will identify the capabilities and costs to build a reliable, stable, fast land registry digital data transmission network (Internet connection, VPN) in DOL/MONRE, PONREs and DONREs. The assessment will also identify shortfalls that may inhibit the normal development of the ICT solutions.
