- Scope of Work The WorldBank is hiring a Disaster Risk Management Company to ground truth developedflood maps, to conduct detailed risk assessment of high-risk DAEs and PAEs, toprovide recommendations to enhance land office and records resilience. Task 1. GroundTruthing of Prepared Flood Models - Assess the accuracy of and sensitize theprepared flood maps through consultation with district officials in 3 high-riskdistricts and 2 high-risk provinces. The districts of Luangprabang inLuangprabang province, Paksan in Bolikhamxay province, and Parklai in Xayabouryprovince, and the provinces of Luangprabang and Bolikhamxay are tentativelyselected for the activity, but will be confirmed during the inception stage. Thecompany will collaborate with and use the ground truthing approach developed bythe Disaster Risk Management Consultant responsible for the preparation of theflood maps. Possible flood extent maps under different conditions will beprovided to the Company in form of vector maps showing flooded areas. TheCompany is responsible to validate the flood maps, collect information throughconsultation meetings and update the flood maps to reflect the actual floodingsituations at the DAEs and PAEs in close collaboration with DLAM. Task 2. Detailed RiskAssessment - Assessthe structural and non-structural safety of the three selected district offices,two province office, and one model office. The assessment should focus onaspects related to the offices- safety against floods, landslides,fires andother possible hazards.
