  • Expression of Interest are invited for Baseline Study on Integrated Urban Flood Risk Management for Vientiane and Pakxan Cities, LAO PDR. 1 The Government of Lao Peoples Democratic Republic (GoL), with financing from the World Banks International Development Association (IDA), is implementing the Lao Peoples Democratic Republic (PDR) Southeast Asia Disaster Risk Management (SEA DRM) Project with Additional Financing. The Project adopts a comprehensive approach to DRM through activities in target areas related to urban flood risk management, hydromet modernization and early warning systems, and financial preparedness. 2 Component 1 of the Lao PDR SEA DRM Project aims to strengthen flood protection and resilient planning in urban areas. It is implemented at the central level by the Department of Waterways (DOW) of the Ministry of Public Works and Transport (MPWT), in close cooperation with other departments of MPWT and the Department of Public Works and Transport (DPWT) of the respective provinces. 3 The World Bank promotes an integrated approach to urban flood risk management, which balances the use of structural and non-structural solutions and utilizes innovative technical and financial solutions to support the development and sustainable maintenance of DRM investments. In line with this approach, the Lao PDR SEA DRM Project includes a Technical Assistance (TA) program on integrated urban flood risk management (IUFRM) that supports priorities for action to reduce flood risk in Vientiane city (in Vientiane prefecture) and Pakxan city (in Borikhamxay province), two of the most flood-prone areas in Lao PDR. The priorities emphasize the development of drainage and embankment master plans for Vientiane and Pakxan, with a focus on identifying key sectors and vulnerable urban communities who are often disproportionately affected by floods. 4 This TA program, supported by the Global Facility for Disaster Reduction and Recovery (GFDRR) under the Japan-Bank Program for Mainstreaming DRM in Developing Countries and financed by the Government of Japan, will establish the evidence base to identify priority areas for flood risk reduction investments. The TA program will enable future feasibility studies and detailed design of IUFRM packages, with an emphasis on resilient and inclusive urban design and a balance of hard-engineered (or gray) and nature-based (or green) solutions. 5 Broadly, the TA program will comprise the following key components, with this Consulting Assignment specifically focusing on Component A: (a) Component A (this Assignment): Baseline Study for Vientiane and Pakxan cities. The objective of this Component is to (i) conduct a rapid desktop review of flood hazard and risk information at the city-scale; (ii) identify data gaps and collect critical data to facilitate future flood hazard and risk assessments and urban planning activities; and (iii) consolidate baseline information/data on urban flood risk management at the city-scale; (b) Component B: Preparation of a Digital Elevation Model (DEM) of critical areas of interest within Vientiane and Pakxan cities; and (c) Component C: Flood Risk Management and Risk-Informed Urban Plans for Vientiane and Pakxan cities, comprising flood hazard mapping and modelling, proposing updates to urban plans with flood risk information, and providing options for scoping of future investments. 6 This Consulting Assignment for Component A comprises four (4) key tasks: (a) Task 1: Baseline report; (b) Task 2: Data inventory, data acquisition and management plan; (c) Task 3: Field visits and stakeholder engagement; and (d) Task 4: Data transfer and training. 7 The Services are expected to commence in July 2020 and be completed within six (6) months. The Consultant will be required to travel to the two cities where needed and where international travel conditions permit. The Consultant will also be expected to attend regular in-person or virtual meetings, as COVID-19 circumstances allow, with the World Bank and relevant GoL agencies. Qualification Criteria ยท 1.
