1. BACKGROUND“The WHO Global Strategic Directions for Nursing and Midwifery 2021–2025 (the global SDNM)” was endorsed at the Seventy-fourth World Health Assembly and provides policy priorities to optimize nurses’ and midwives’ contributions to achieving UHC. Moreover, at the seventy-fourth session of the Regional Committee for the Western Pacific, “The Regional Framework to Shape a Health Workforce for the Future of the Western Pacific” (WHO WPR) was endorsed, and the proposition for each Member States to develop a national strategic document on nursing and midwifery workforce development was stipulated in the framework. Nursing and midwifery workforce consists of more than two thirds of regulated human resource for health in the region and their contribution is integral for achieving Universal Health Coverage, particularly for strengthening primary health care.In 2023, Ministry of Health (MOH), Lao PDR has requested WHO Laos Country Office to provide a technical support to develop the strategic document for Lao nursing and midwifery workforce to be aligned with the national Human Resources for Health (HRH) Development Strategy 2021-2030.
